Description

Refactor CdaAnnotator into a more general purpose, configuration-driven FHIR-native interop engine module. Better separation of concerns, more maintainable, more extensible.

I won't pretend that I read every single line in fine detail but I got the gist of most of it. I think this is a really significant piece of work that lays the groundwork for a really powerful interoperability engine to be built in the future. It is no more complex than it needs to be and the deep thought you put into designing it shines through. You should be extremely proud of this. Approved!
